The only people who should be separate are those who endanger others. I do believe that worst case offenders are "insane", but I do not believe all "insane" are offenders.
Most of the nicest people I know could be clinically insane. Sometimes they may need extra help or assistance for day to day tasks, but integration into society is vital to everyone's well being.

If a person is dangeous from mental illness then they should be kept in an assylum.
Persons who are able to function, albeit perhaps with a little assistance should "walk among us". This is because they may benefit from having access to the facilities that the rest of society enjoys: parks, libraries, schools, museums etc.
It is also good for society at large, as their presence reveals our humanity to ourselves, obliging us to address the nature of what it means to be human.

"Insane" is a term used in law - if by your use of the word "insane" you mean "schizophrenia" then they are already among us.
