In women's jeans what does it mean when it says 7"rise?

I don't like really low cut jeans so I'm trying to figure out what that means. I've seen jeans with different rises.

this is the measurement from the bottom of the crotch to the waistband

Low-rise are low cut jeans that lay on the hips.

the 1st answer is right, though if you don't like jeans that sit too low on your hips, try to look for 8" rise, they usually lands right below your belly button. :)
