I would say yes but if that were the case then when showing breast surgeries on tv like on Dr. 90210 on E! they just block out the nipple part and you see the rest of it so I guess technically the nipple makes the breast?

Breast is defined as ->Either one of the protuberant glands, situated on the front of the chest or thorax in the female of man and of some other mammalia, in which milk is secreted for the nourishment of the young
So even if you did not see the nipple you can say you already saw the breast.

no because the nipple is the only thing {except for stretch marks} that makes one boob different from other boobs
