I do think that there is enough betting on football that the games are fixed. Especially pro football and major college football games. The Steelers winning last years Super Bowl???? Give me a break!!

First of all referees have a right of error. They are only human. But if in a game all errors are against one side, one starts to ask questions.
I don't know about American football.
But in Germany there was last year a big scandal in soccer. The referees were not betting themselves, but they were paid by criminals to manipulate a game. Those criminals did the betting with very high sums. The important thing to know is that didn't happen in the top league, where the referees are paid well and are either licenced to referee internationals or have perhaps the chance and ambition to get there. They wouldn't want to risk this by manipulations. Even if they were not cought, the manipulations would look like errors, one had to think they were not fit for internationals.
In Italy there was also a soccer scandal. Some referees like one club better than another, and all presidents know about those preferences. Some clubs bribed officials responsible for naming referees. For matches that could become close they asked for a favourable referee. Four clubs were penalized, worst of all champion Juventus Torino, who lost his title and was relegated in the second league, where they had to start with -9 Points.
In Spain there were also rumours of similar things like in Germany, but never proven.
Some errors can be changed after the match because of TV, but not all. In Switzerland this week a player of Lucerne was banned for 2 games for a bad foul the ref and his assistants had not seen. But the last minute equalizer for Lucerne, not given because of offside, that was not offside, as the TV proves, could not be given, according to the rules of soccer.

If you're talking NCAA or the pros, I'm sure there are gambling rules in place. Likely they can bet hockey, baseball or whatever...just not football.
That being said, you asked if I think they do bet. You bet your sweet boopie. With all the referees in NCAA, NFL, Arena Football, NFL Europe and the CFL there have to be some that are betting on some games and not getting caught. Law of averages suggest a referee somewhere is betting and shouldn't be.

I work at BGSU, and friends on the football team, but I have to agree, it was a pretty bad call. However, to answer your question, I don't think the amount of money they would be wagering would make it worth it. Now, if you wanted to really get conspiratorial, once might suggest that it's possible for organized crime to pay of a few refs in a game to ensure a certain outcome, then they would go and bet millions on the game. I believe this happened in an Italian football league (soccer).
The crazy/random thing is, I stumbled onto this thread by searching for the phrase "kick a field goal on third down" on Google. I was searching for this because I was cloudy on the rules regarding kicking attempts on third down, and I was thinking BG should have tried to kick twice due to the weather and the young kicker. Of course now I realize you can't do that, but perhaps going for the FG on third down would have been good, because they could have fallen on a bad snap...

I will answer your question with a question. If you are a basketball player who wants to win, will you do anything you can within the current rules to win the game? The answer is always yes, and if your answer is no, then you are not that competitive. As for me I will take the Houston Jazz series for what it is, and that is the most competitive series of all of them so far. Every team in the NBA has players that try and get calls from the refs, it has always been part of the game. And if you don't agree then you are not being honest. Half of the charges that are taken in the NBA have a little bit of Hollywood acting involved in them. And just for kicks I will remind you of the 3-1 hole your rockets are in and the also bring to your remembrance of the dunk D. Will put on Rafer and Battier down the stretch of game four.

I have often wondered that myself. I have seen so many poor calls over the years. I mean ridiculous stuff. If congressional members, judges, etc. can scam the public why not referees. Do I think it has happened? But of course this is America. I mean if Al Gore can plead the fifth during a congressional hearing only to lose the presidency by a slim margin what's the big deal with a little cheating in sports.
