Rome became a democracy with time just like America did with the advent of the Civil War. Greece never really had a democracy, the individual city-states governed themselves as they saw fit, later they were united by Phillip of Macedonia, who was Alexander the Great's father, and so Greece became an Empire at that point. So the major difference is that Rome became one whereas Greece never was one...

Greece was not a nation, it was made up of several city-states (Sparta, Athens, Troy) who worked like little kingdoms on their own until the Persian Wars, that is when they bound together and created the Athenian league. Athens collected money for ships and supplies from all the city-states to fight off the Persians. Once the Persians were defeated, Athens kept getting money, and tht other city states got jealous, so then you have civil war- the Peloponessian Wars.
So, they did have democracy in Athens in Greece, and probably other places like Sparta, but only men who owned land could vote. But this is extraordinary, peasants could possibly take on a trade, make money, and become important enough to have a say!
Rome, actually was one, albeit huge and sometimes unattached, nation. There was one government with different leaders who all with a say, just like our congress, and they had an emporer like our president, but he had more power than our president has.

the main difference was that Rome was a republic not a democracy a republic is ran by a senate of the richest men in Rome the people didn't choose who they were the emperor did un like Greece who held free elections for every Athens citizen. not just the rich but for the poor as well that 's the diffrence

Greece: At least in most city states it included all free men, sometimes women.
Rome: This was only for an elite group of patricians, voting did not include the common or plebeian persons. And it excluded all women.
