Ermita / Malate is definitely not a dangerous neighborhood. It appears a bit run down in places, but is not dangerous. For tourists this is probably the best place to stay, you are close to all means of transportation out of Manila, can walk around, and there are a lot of nice restaurants and bars as well as shopping opportunities.
I agree with Tequila Mike about the restaurants and bars, but would stress that some like L.A. Cafe, Amazonia, G-Point, Harry's are good for drinks and "company," whereas places like Juri's and Muenchen Pub are really good for food & drinks (and conversation, but not necessarily "company"). Juri's has the best food in Manila in my opinion.
Also you have Hotels from anywhere in the $25-$40 range, but also places like the Hyatt and Pan-Pacific which are international 5 star hotels. You didn't mention you were on a budget, so I don't want to assume you are. I think rooms at the Hyatt start around $100, and the Pan Pacific is a bit more expensive.
-------
r-mean - I think you need to go to Ermita / Malate. For a tourist there is absolutely nothing to see in Makati. Yes Makati is a posh business district, but aside from shopping malls and expensive mediocre bars & restaurants (and a lot of pretentious posers) there is no reason for a (non-business) visitor to be there. Most tourists will be coming from places where there are shopping malls already.

No,it's not dangerous provided you don't go off down dark side streets with strangers, just like any other city in the world.
There's a whole bunch of decent hotels along Mabini St, such as Palm Garden, Lotus Garden, Citystate Tower, Las Palmas, City Garden and Swagman on Flores St. These places are all around 40usd a night and are clean 3 star hotels. The huge Robinsons Mall with cinemas, shops and fast food is only 5 minutes walk away, and the Malate restaurant/bar area is 5 mins in a taxi.
Amazonia on Del Pilar is a great bar for booze and company, as is L.A.Cafe and G Point. Juri's restaurant on Del Pilar, near Amazonia is one of the best restaurants in Manila, averaging around 12 bucks for a really good feed with beers.
Opposite the Citystate Tower hotel, there's a small German place called 'Munchen Pub' and it has an amazing set menu every day with main course choices, 4 courses including coffee and brandy for around 5-6usd . Great deal.
In Malate, there are hundreds of places to go, but head for Cafe Havana first and then get to know the area.
If you have time, go to the Citystate Tower before 8.00am one morning and get on the Sikat Bus (office left of front desk in lobby), and go spend a couple of nights down at the sea in Puerto Galera. Sabang is full of life, but there are plenty of other places to visit, rent a motorbike, be careful of jeepneys and have some fun.

ermita, malate is not that dangerous, just be careful of pick pockets and snatchers.. do not walk alone in some darkly lit places.. a lot of the bars and restos are found in adriatico, remedios circle and nakpil.. u can also go to baywalk and see some bars and also watch some bands that are performing nightly.
enjoy!
