When a male child is more there is a 'flap' of skin that covers the 'gland' (head) of the penis. It has been tradition for thousands of years to remove this 'flap' sometime after birth. The jewish society actually have a religious ceremony and a Rabi performs the 'surgery'.
It is done for various reason and there is some debate as to the need and/or consequences of not doing so. Some believe (and I am in this category) that it is more hygeinic to be circumsized as there is less chance for infection and the penis is easier to keep clean.
There is also a school of thought that says it really doesn't matter (health wise) but an uncircumsized penis can be more pleasurable for the males' sexual partner. That I have no clue about.

wow you don't know this?!! It means when they were babies or children, they had their foreskin cut off.
Some do it for religious purposes and but most people do it for hygene and health issues.
