On Windows 98 you need to install the drivers for your USB stick before you can use it. Head to your manufacturer's website so that you can download the appropriate file.

If you are running Windows 98, it will find it itself. The only operating system that you would need to install it on is Windows NT.
If the memory stick has a program that goes along with it, then you just follow the instructions to install the program on Windows 95/98/NT/ME (or just 95/98)

It was most likely searching for USB, or Mass Storage drivers. Win98 is limited to USB 1.0 if you do not have hardware, and win98 driver support for USB 2.0.

Usually the USB connections on your Motherboard use drivers that are provided by windows or your motherboard driver package.

You can point the system to C:\Windows\SYSTEM or C:\Windows\INF to search for the location of the USB drivers.

Go to my computer and open up the drive by double clicking it. Open another window where the files are, copy and paste them on the usb stick.
