And is it's meaning bad?

It is about carrying on after the death of a loved one and how painful it could be. It seems to refer to Mardi Gras celebration of New Orleans, with the "weary widow marching on". There's also a part of the song that says he cannot be broken, which means that no matter how strong the grief, he will not dishonour the memory of the one he lost and will not hold back the soul from moving on, and being able to let go while still loving through the pain.

So, no, it is actually a powerfully positive message.

What's the meaning of the song Welcome to the Black Parade by My Chemical Romance?
And is it's meaning bad?

The meaning isn't bad. My Chemical Romance's new album 'The Black Parade' is a theatrically written piece about mortality: Life and Death.
The entire album is about a man on his deathbed, pondering life and death, slipping into melancholy pensive states... it's truly beautiful.
Welcome to the Black Parade is about him re-living one of his fondest memories, it is the place he goes to at death. where he "carries on", and lives on in happiness. It's about achieving an inner peace by going to this "Black Parade".
The song has many levels, however and the lyrics are open to interpretation, but what I said above was the song-writter's/ band members' intention for the song. It's definitely not bad, MCR do not strive on being of the underworld, they are merely sharing with the world the celebration of life, and death...
Frank (the guitarist) used to go to catholic school by the way... haha.

It is related to Gerard's view of death. He has had the idea for a long time that when death comes to you, it comes in the form of a loved and vivid memory. In the Black Parade album, Gerard takes on the persona of a young man who dies of cancer. When that character dies, death comes to him as a parade he attended with his father as a child; hence, the Black Parade. The whole Black Parade album is about the man's life, relationships, and death. The song Welcome to the Black Parade is about death welcoming the young man as cancer steals his life. I'm out of my MCR phase, but the concept is still pretty neat.

It is about when he heard the expression "once you go black you don't go back" and so he wanted a whole parade, like the million man march, inside of him.

I think it means that the father wants the son to help people who made mistakes. "Help the beaten, the broken, and the damned" I think the father is dying, but he is trying to stay awake to see what his son has done for the world. He then leaves his "phantom" to guide every one who has done something they regreted. I believe this song is to let people know that they are not alone and that everyone makes mistakes.

Well people can interpet songs diffrently, but I think its about a man who is saposed to be going back to war. "my father took me into the city to see a marching band" the marching band was the first regiment being deployed to the war while The Black Parade is the war. "sometimes i get the feeling she's watching over me" she is Mother War, which is the blonde girl in the gas mask on the cover. "and other times i feel like i should go" meaning "go" back to the war. "the bodies in the street" are the dead victims of the war. "A world that sends you reeling from decimated dreams" the decimated dreams are affects from Post Traumatic Stress Disorder he got from his first time we was in the army. "Your missory and hate will kiss us all" the missory and hate is that of the country. "The disapointed faces of our peers" they are dissapointed because he wont go back to the war. "do or die, you'll never make me, because the world will never take my heart. you can try, you'll never break me, you want it all im going to play this part" all refer to his feelings towd the people who are trying to send him back to war. He "wont explain or said im sorry" about not going back. "wont explain or say im sorry. im unashamed, gonna show my scar." his scar is from the 1st time we was in battle. "im just a man, im not a hero" meaning he cant save everyone...
(you can have many diffrent ideas about what this song means, this one just makes the most sence to me"

it's a remake actually. it just means that there comes a time when people have to be responsible. nothing more to it. just funky wording of the message. i predict they will be the new dashboard confessional...missing in action.
