I'd have to go with Beatles, even if they weren't so commercially successful.
High up on the list would be The Clash, the Kinks, The Who, U2 is pretty worthy too...I'm favoring originality and creativity over sheer technical musicianship here, maybe other people go the other way. If you need a North American band in there, uh, the Doors maybe.
