Graphite and clay. The ratio of clay to graphite allows control of the hardness of the lead - more clay makes a harder lead.

Lead in pencils is carbon now. Not lead. If you look at the carbon bonds in it it's C2 while coal is C3 and Diamonds are C4 (hence the stregnth of the substance)
