Get a piece of thin piano or guitar wire about 30" long.
Solder onto each end some copper wire.
Stretch the Guitar string so that is is taut and 3" above the surface of a table.
Hook each copper lead opposite terminals on a large battery (Lantern, car, etc.)
feed the foam sheet through the hot wire.

An electric knife is a good tool for cutting foam. But easier to buy the correct thickness.

Lots of ways with a utility knife, but you won't like the results. By a piece the thickness you want, it isn't very expensive.

find someone with a table saw and have them do it they might charge you but you could probably get it done if you bought someones lunch. find a carpenter the edges will be alot better than what others have suggested. i insulated my garage door with styrofoam and used this technique.
