Better citizens, the Greeks. They understood themselves as responsible for the (Polis) City they lived in. They established more and different ways to be an active citizen.
better governors??? If you mean more humane, Greeks, but if you imply efficiency: Romans, by far.
More artistic, there is no way to say both were a lot. More rational: Greeks, just bring to your mind the names of philosophers, mathematicians, historians...
More practical: Romans. Think of architecture.
Rome left lots of things:
An empire that shaped the middle ages, Latin, which is the base for at least five important languages, a law and legal structure that still works.
But Greeks left Ideas, and the basis for most of the western knowledge. So I stay with this last option.
