Who's economy would it be based upon? The "worth" of money in every nation changes every day usually many times a day. You would have to determine a standard which would be next to impossible to establish. For instance based upon the US dollar Philippine pesos yesterday were worth .48.4cents, and the Nigerian spot was worth 128 per one US dollar and it is different today than yesterday

No, if you read a bit of Ricardo you will realize that there will always be price differences not only because of transport costs, but due to relative advantages of different countries. And since wages are related to prices they will be different in every country.

minimum wage laws all sound good on the surface, but usually hurt everyone, including those they are intended to help. .
