Each school within a district usually has their own set of rules. And, in most cases, the rules apply to people who are visiting on campus. This is so the students can not scream about how they should be able to because someone else did it. Schools are trying not to have a double standard situation going on. Sometimes the rules may inconvenience others, but if the students will be better off because of it, I say let it be.

I would talk to your supervisor and find out the cell phone boundaries and rules. I'd say, you did follow the rules. You work for the district and followed the district's rules. So you should be okay.
However, because the school is most likely in the district, you may have to abide by the school's rules, too.
Like I said before, talk to your (district) supervisor. They should confirm and assure you about cell phone privileges.

Cell phone are a problem in schools due to noise pollution and causing problems with the students, if the students saw you using your cell phone this can cause problems because it is just not fair to the students (they can't use it why should you). Go out side and use it out of respect, they cannot say nothing as if you go have a smoke outside.

If it's a school rule you can't do anything about it. After Columbine lots of schools put a ban on cell phones because thats how the killers talked to each other.

Some schools don't let anyoneeeeeeee use cell phones in them.. When I go pick up my lil man from kindergarten I get "talked" to everytime about how I need to hang it up at the door and everything..
