The wipers at one point stayed at the top of the windshield when turned off, they worked fine when turned on. Now (when turned on) they stay at the bottom of the windshield and move up about an inch or two. Is this a problem in the switch or the wiper motor?

Check for clean tight connections. Check for tight , good condition vaccumn hoses. Check out voltage at wiper motor.
