you should try to find out what she likes to do, or if she's in any groups or anything. then, you can go and try talking to her there. after you've got to know her a bit, ask her.
my brother was recently in a simuliar situation. He's 16 and he likes a girl who is 14. He found out that she goes to a youth group once a week, so he started going and got to know her better by talking to her there. He also has some friends who know her pretty well so whenever one of them would have a party, they'd both go. He wound up asking her out and it turns out, she likes him too.
just go for it. Good luck!

Speak to her when she is alone and dont say anything dumb like "your pretty" . Matter of fact work your way in. choose one day out of the week for the next two weeks and say something different. like the first time just say "oh cool shoes then after that u can say hi when u see her around. Then the next week ask her a question like " what kinda shampoo do u use your hair always look so shiny. I dont know just work ya way in but ont involve others. That may make her lsten to others opinions

Get to know her likes and dislikes before you ask her out. Make sure that you have some things in common before assuming you would have a good time together. If you take a little more time to be her friend, you may end up being her boyfriend.

I think that you should try to get her to notice you in some kind of way. You could stop and talk to her, and keep the conversation going. Don't let her lose interest in you! put your game out like you really like her!

I know it seems hard, but go for it! One of these days when you get old like me, you wont care what those other folks say, but you will be glad you at least tried!

Risk it. Who cares what they think? She could be your soul mate. Give it a try now and you won't have to save it for later.
