The national guard is intended to protect the home front, so to speak. For example, during Viet Nam the National Guard was called in to help quell the riots during demonstrations in Berkeley, Kent State University in Ohio, etc. They also helped during the Watts riots in Los Angeles in 1965.

The Army National Guard is an elite group of warriors who dedicate a portion of their time to serving their nation. Each state has its own Guard, as required by the Constitution; in fact, it is the only branch of the military whose existence is actually required by the Constitution.

They are called up in time of need, like in New Orleans after Katrina hit for rescue operations. In wartime, they are called up to add to our active duty troops.

to guard the nation, This Nation, I think they were to be , basically a police/type force, to keep the peace within this nation.
