how can i find information that will help me decide on which college i want to attend? where can i find out if and when i can get personal tours of the campus and school area.

Register at www.collegeboard.com and use their "college finder" feature.
Buy (or use at the library) the Fiske Guide to Colleges.
Visit college's websites for info about tours, etc. While there, register for/request more information and they'll send you literature from the school AND start a file on you as someone who's interested in their school. If you visit, they'll note that in your file, too, if you make a point of letting them know that you're there.
Visit your high school's college counseling department.
