need to know bout the meeanng of the sentence for the clearifiction on the paymet thing

if someone said it to you, that means he needs to give you $90.
if you said that to someone else, then you need to pay them $90.

oweing someone means youre in debt to them, means you borrowed it from them and now you need to pay them back.

To say "I owe you 90 dollars" means that you need to pay the person you are talking to $90. If you say "You owe me 90 dollars" that would mean the person you are talking to needs to pay you $90.

Do you owe or does someone owe you?

Again, what's a payment thing? A reciept, a bill, an IOU? What?
