I was told my boss regularly recorded ALL conversations via a hidden recording device located in his coat and I wondered if that is legal.

I checked with our HR Dept and was told YES it is illegal for anyone to record conversations without telling the other person they are being recorded. I would report this "boss" to the HR Dept as soon as possible, sounds like somebody is trying to use people in your office against others,or things against employees for personal gain. NOT a good thing, maybe you should look for a new job? A new job,new year? Maybe a good thing for you. Good Luck will be praying it works out for your best interest.

I really don't see how it could be. If he's your boss he has weight in the company and he can decide if recording conversations benefits the company or not and if it does he has the right to do it. It's not moral to not tell anyone but it's not illegal.

I believe that he has to tell all his employees that he will record them

specially if he wants to use it as a tool to fire someone

Your boss is walking on a thin line of a lawsuit
