It's all of their jobs to interpret the Constitution, to make sure laws are not passed that violate it- however it's the Supreme Court's responsibility to oversee the law being passed to make sure they do not violate the Constitution

The Supreme Court. It is probably inaccurate to say that it is their job to interpret the Constitution; it is more accurate to say that it is their job to view laws passed as to how those fit in with Constitutional principles.

d. The people
e. All the above.
I would say that e. EVERYBODY is responsible for understanding the Constitution.
This is your responsibility as a dutiful citizen, and should be a requisite for suffrage.
