From DC comics:
Poison Ivy, Star Sapphire, Roulette, Catwoman and Terra... Harley Quinn costumes aren't too easy to make, but you can buy them..
From Marvel comics:
Madam Masque, Callisto, The Enchantress, Elektra
Unfortunately many female villians have really difficult costumes (Granny Goodness, Maxima, Lady Deathstrike, Mystique, Dark Phoenix, Spiral)

I think the list of easily recognizable female villains is short, and the list of easily made/easily recognizable costumes even shorter. I went with Poison Ivy, myself. Bought ropes of fake ivy from the craft store, pulled the leaves off, and sewed them to a corset and pair of panties. I wore skater's tights underneath because I'm a little modest, and finished it off with elbow-length gloves and green boots.
I wouldn't say the costume was entirely easy, but that's because I sewed the leaves on by hand. Probably would have been a LOT faster and easier with a sewing machine.

The easiest one to make would be the one worn by Plastique when she was defeated by Firestorm the Nuclear Man-- she tried to take a tv studio hostage and treatened to blow them up on live tv unless her demands were met. He vaporized her clothes so she couldn't make any political statements while he was getting rid of her bombs.
Okay, you wanted one you could actually wear....
Try looking at Gotham Public Works, they have good pictures of Catwoman, Poison Ivy, and my personal favoirite, Harley Quinn.

Catwoman is sort of "grey" not really "evil" - but HEY she's WAY sexy and easy to identify!
Dark Phoenix is AWESOME.
I like Harley Quinn - she's wild.

talia = batman's wife you can basically just get a long black hair wig and wear almost anything. she is the daughter of ras al ghul.

black widow (although she is a hero now) get a long red haired wig and any tight black outfit will do. get a toy gun too.
