in what ways are sanctions able to help a person to adhere to some certain rules?

You can equate it to the "Carrot and Stick" theory. If you hold the carrot far enough from the mules nose they keep following it in hopes of being able to eat it.

Sanctions are similar in that you tell someone (a country) they can have the carrot (that is just a little out of reach), as soon as they do what you want.

Placing sanctions over a dictator has not worked to weaken the dictatorship. It has only strengthened that dictator, as they usually rise above and oppress their people. The people of the country suffer while the leader/dictator sits as a fat cat. Saddam is a prime example of sanctions. Now look at the people of Iraq they are so weakened from oppression they cannot rise to the occasion and fight for their freedom. NO, sanctions do not work..
