If someone signed a rule 11 agreement stating that they would take a paternity test in 30 days, and they failed to do it in the assigned days, is he held in contemp of court?

yes they would be held in contempt of court and a warrant would be issued for his or her arrest

Contempt, and my have a warrant out for his arrest.
