Experience is very important. If those are your only two choices, then I would go with the Bachelor's and experience. Another option, however, would be to get experience while you are obtaining your Master's degree. You might not be making as much money or you might have to work part time in order to continue your education, but in the end you will have the best of both worlds: you graduate degree AND experience.

The bachelors with 2 years experience. Because there's more to a job than just the education. You'll have to know how to deal with conflict, communication, and stress. Although you experience some of this at school, it can be more intense in the work place.
Plus, sometimes the experience makes it possible to deviate from your degree. I have a business degree, but I'm an accountant with 10 years of experience, so employers are willing to overlook the fact that I don't have an accounting degree.

i have done my masters degree in business administration. I have the feel that a bachelor's degree with 2 yrs of experience is better than a master's degree with no experience.
But i would say that a bachelor's degree is not all!

If you go to a top notch university, the bachelors plus 2 years is better. your employer can pay for your masters a few years down the road

I would rather have Experience rather than a Degree, ANY DAY.
But if your in a government / Corporate world they want PAPER qualifications rather than what you know or can do.
