To whomever records marriages for your county. Usually it's the courthouse. Then to the Social Security office, drivers license bureau, etc. There's are several name change kits you can buy online that tells you all the different people who need to be notified (and include forms). It's worth the $25.

You need to go to social security first and then after you have your new card you then can go to get your driver's license change, bank info, credit cards...etc
