What’s the impact if George Bush was completely insane at the moment?

No different than if Clinton was insane during his presidency, which was actually more probable because venereal disease can cause insanity and we all know his sexual activities.

I am glad you used the term 'completely', because many here think he is on the verge of and certainly the case in Iraq might just substantiate that.
