Cell phones, for the most part, are a distraction anywhere. Have you ever been on a bus or plane and somebody is carrying on a loud personal conversation? At a school, the distraction may be even greater than in a public place.
Sometimes I leave messages on my daughter's cell phone when she is at school. I know she keeps it turned off and will check her messages at the end of the school day.
If it truly is an emergency call the school main number and have the child brought to the office.
I have taught at the college level and have students get calls during the class. Essentially I have to stop because the phone is ringing and it is distracting others. Put it on "vibrate" you say? It still makes no difference because the student is looking at the phone, telling me that he/she "will only be a minute," or he/she really needs "to take this call." If you really need to take the call step outside the class quietly.
And finally, when you have a cell phone people can always get in touch with you. If you don't want that to happen, don't get a cell phone.
And respect others around you.

There are no pros for cell phone use in school. I admit that they are a convenience for students before and after school, but while they are in class, they should not be talking to anyone, texting or playing games. Every student uses the old , I need it for emergencies - If there is a true emergency the parent only needs to call the school and the student will be found in class in a matter of moments. If the student needs to call home they only need to go to the main office or guidance. Most calls home are not for emergencies, they are for simple communication that does not need to be done during school. The disruption that phones cause, the cheating , the rude behavior that it all involves makes using a cell phone in school useless. Most businesses now have personal cell phone use rules and regulations. Business is done on company phones, not personal cell phones. If employees are using their cells during work hours they are reprimanded and sometimes fired. Those same rules apply to schools.

There aren't many pros, in my opinion (I am a parent and a teacher). The single one is that parents are able to reach children, but I'm not sure WHY parents have to keep in such close contact with their children during the day. The cons are many: very distracting in the classroom, used inappropriately to text message answers or unkind comments about other students or teachers, cameras used inappropriately, widens the divide between the "haves" and the "have nots" (e.g., students w/ fancy cell phones and students whose parents cannot afford them). I am not in favor of cell phones in schools at all. If parents need to be in constant contact with Junior, then home school the little bugger.

The only possible pro I can think of is that if the dear little infants get lost on their way home, they can call their parents to come and get them.
Otherwise, the cons include:
they disrupt lessons
they make children a target for theives and/or muggers
there is so much competition between kids as to whose phone is best it can lead to bullying...
the list goes on.
If you get a choice, take CON!
