This is all fine and dandy, but shouldn't those in leadership positions take other matters as seriously? Like poverty, hunger, homelessness, war, sickness, pollution, corruption, crime...

Well, if that's what the mayor and city council want to do, that's fine. If might garner them some more money from fines, but it'll certainly anger some people.

Although I don't see the police walking around in a parking lot, tapping on windows and handing out tickets. But as long as the residents don't know that the city has no real way to enforce it, it'll work.

It won't affect most people, though, since a majority of Americans haven't given into peer pressure, and don't smoke.
