Yes it is common and personally, I would.

But no it is not a must.

In fact, if the nature of your question is because you took a vehicle in to a dealer for a brack vibration concern and they told you that the pads were fine but the rotors were warped or had to much lateral runout and they were only going to fix the rotors and send you on your way, the shop is not doing anything worng. As far as warranty goes, the shop will only be reimbursed for fixing what needed to be fixed. If the pads were fine, they can't be replaced under warranty.

On the other hand if you took this to a shop and you paid for the repair the shop might be trying to save you a cople bucks.

However, that is exactly what you would be saving is a couple of bucks. And every shop that I know of is in business to make money and would at least suggest you put new pads on while you are in there. Unless your pads are very very new.

yes, noprmally you would because the old brake pads will have ridges that matched the old rotors. Spend the money and be safe

It sure is, And i good thing as well. That way the surface of the rotor does not get damage from the old pad. Besides they are not the expensive.

Yes, I would never replace or turn rotors without putting new pads on.

yes,you never change 1 sock at a time (you got it) labor should be the same it only the cost of the pads $8.00 or so good luck
