where is the PCV Valve found on a 1998 Dodge Neon?

98 Dodge neon R/T DOHC 2.0

Its at the top left side of the valve cover. There is a hose comming off the cover goinf to another hose. This is by the oil fill cap on the DOHC motor.

On your 1998 Dodge Neon, the PCV Valve is:
Under hood, center, upper engine area, mounted in rear of valve cover

Most likely you will find it in the valve cover.
