Depending on what laptop you have, you might or might not be able to install a new graphics card. Most are built into the motherboard and cannot be changed. The processor can be changed, but you have to make sure your laptop will support whatever processor you want to get.

You most likely can not upgrade your Video Card in your laptop. 99% of laptops can not be upgraded. As for your processor, it is not really a good idea. The heat dispersion of a laptop is not the best. When you upgrade a processor it may heat above the capabilities of your laptop's cooling abilities. You best option may be to add more RAM. What are your laptops specs and what games are you trying to play?
