I think you have to buy it on home phones when you get tired of pressing redial there's something you can do so it rings when the line is unbusy. How do i get that feature on a cell phone or is it built in?

It is a feature called CCBS (Call Completion on Busy Signal) The GSM standard defines a way that this can be done, but very few network operators implement it. It is much more complicated to do with cell phones compared to fixed line.

Phone your network opertator, but don"t raise your hopes.

If the network supports it, you don"t need any special feature on your phone to use it.
