I have a Logitech QuickCam. Actual frame rate is only 3 frames/sec. How can I speed up to 15 or 30? I have Windows XP with 512 MB of RAM

Check in your camera software options...there is an option to change the framerate.

Like someone else said you'r connection speed will factor in.
Also those logitech quickcams if i remember correctly were like the first webcams avail. if it's an older on you might wanna try something new.

the frame rate depends on your connection type. a slow connection means a slower frame rate. try the webcam's options

Man i dont know much about webcams but theres always false advertisment. Or maybe you just got a problem one. Who knows.

it is not plausible in the journey that your information superhighway cam have optimal means is 30fps, better you examine you information superhighway cam guide & discover what's your optimal fps, if it is better than 30fps then after installation it is driver use the different video seize software for batter effect...
