I have Windows XP Professional (Service Pack 1)

My problem is I can not change the background! I have had this problem before and can't remember how to fix it. Please don't tell me to right click on desktop and then properties, ETC because I know how to change the background....it's just not letting me do something different then the blue screen it stays at.

When I am shutting down the computer I can see the background I selected for a breif moment. I have tried searching for information but nothing works. If someone could help me I would appreciate it.

Heh. You probably have active desktop enabled or could be displaying a webpage on your desktop. Right click desktop > Properties > Display > Customise Desktop > Web Tab > Delete any webpages and uncheck lock desktop items.

You are trying to set a BMP as your background I think. Try setting a JPG image.
