For most part it is politics that pushes it in different directions, as well as what is going on in our country and abroad. If we have had natural disasters then a portion will have to go to that for repair etc, the biggest portion usually goes to Defense and of course with the war we end up deficit spending.

Because politicians have to pay back the millions of dollars it cost them to buy TV time so they could get elected.

Television has destroyed the constitution by making it so expensive to get elected that no honest man can win..
