Ick... My step-sister has a child, 1 month old and it is hideous.

I can't bring myself to outright lie and say something like 'What a beautiful child' but I know I'll have to make a comment, I think it would show if I was lying and probably hurt the parents feelings. Any broad, nice things I
could say without feeling like a total liar?

(baby really is ugly as hell)

You don't have to say anything if you don't want to, there isn't a rule book about having to complement parents on their kids anyway. If you feel you need to just complement on the kids clothes , that they bought some really nice outfits for the kid.
Sometimes the ugliest kids turn to be the most beautiful when they grow up. For the love of God don't tell the parents that you think the baby is ugly though, you'd be asking for it then.

Can you not say that the baby is cute? Some babys are so ugly that they are kind of cute in a way (if you look at them side on with your eyes half open!!!!).
I sometimes have the same problem cos my 2 babies are the most gorgeous I have ever seen and I'm not just saying that!!

There is always at least 1 thing beautiful about anyone. Does the baby have beautiful eyes, nice hair, dimples, does it seem extremely smart or strong for its age? Say something about how the baby eyes are the same color as the mother, the child has his father's dimples, what nice hair it has, etc. Are you sure you are not just jealous, I have never seen a ugly baby.

I'd just say something like "Awww, hello!" and avoid commenting. I used to work in a shop and saw several really ugly babies, so I know exactly what you mean! Ignore all those people saying there's no such thing - of course there is, just as there are ugly people.

Firstly, there is no such thing as a truly ugly baby. But as an answer to your question, rule of thumb is to compliment a certain aspect of the baby instead of calling the baby cute as a whole. Like "what beautiful eyes!!!" As a mother, if somebody would have called my baby ugly I probably would have punched them :) Please be nice.

Babies aren't very nice looking to begin with. However, that doesn't mean he/she's not cute in other ways! Try saying something like "ahhh, look how tiny he is! Look at his little toes!" that always works, its a fairly obvious statement but said in the right way with lots of cooing can make it sound like a compliment!

Babies are all adorable! Don't be so mean!!

All babies are beautiful! I don't think I've ever seen an ugly one!!!

Even if their features are not nice, its their soft skin, their wispy silky hair - aww!

Just tell your step sister that the baby's gorgeous (even if you don't mean it), say that it looks like some relative and give him/her a big cuddle. You never know, it might even melt your heart!

Ok I will admit that not all infants are cute. But that doesn't mean that you have to make fun of him. But some ways that you can compliment their child is talk about what he's wearing that day. For instance say your bib is sooo cute. Or something like that. Or stay away from him if you can't control yourself. The last thing a mother wants to hear is her infant is ugly.

If a baby isn't cute to me right away, I spend some time with the baby playing, holding the baby, etc. Usually by the time I've been with the baby for a bit I can find something to say even if it's "I love the way her eyes light up when she smiles." There's nothing anyone can probably tell you to say. Get to know the baby and find something you love about him/her.

I hear that Don Knotts (the actor) was a BEAUTIFUL baby! He's not great looking now though. Maybe your step-niece will turn out drop-dead gorgeous.
