This is such a coincidence! I was reading an article about Twins and I saw your question here... One of the story relates to your question, so here it goes...
Twin coincidence?
Me and My twin are both 13 and live in the UK. We have the same friends and have always been in the same class. We are identical an even close family members find it hard to tell us apart. We enjoy the same things and like the same food but still class ourselves as two unique people. Sometimes we completely agree and sometimes we disagree; we have our own views and feelings (for example I'm a lot more sensitive than my twin).
Our story starts last May 2001. I woke up on a Tuesday morning for school, we have separate rooms and I'm always up first. Anyway I went into the bathroom and started up the shower but when I changed I noticed I'd started menstruating (started my periods). I was shocked and went to tell mum. Later that day at school I was sitting in my Spanish class (my sister doesn't take Spanish) and I got a message from the office saying my sister was upset and that she wouldn't say what was wrong. Apparently my sister had just started her periods too! It was on the exact same day which was really strange and on most months we menstruate at the same time :O)
So....... according to this story, it is quite possible, BUT I really don't think that it wouldn't happen to every twin on the planet! Because every girl is different physically and they go through different hormonal change!
I hope this makes sense!

The onset on menses is fully dependent on achieving a certain body weight. Are they identical or fraternal twins? If one twin is heavier than the other then they will not start together.
Menarche (onset of menses) is determined by weight and race:

I seem to recall reading the weight for Caucasian girls is around 106 pounds. African American and Hispanic girls start their periods at a younger age.
Also, some theorists say that climate affects menarche. Girls who live in warm climates start earlier than their cold weather sisters.

It is common for women living together to be on the same cycle. So if they are living together it can happen.

not necessarily. also if many girls live in the same house/apartment, they tend to get theirs around the same time. i don't know how, but it's true.
