For Universities, there often isn't a cutoff (in regards to GPAs and ACT scores). They will look at multiple factors: your test scores, your grades, your involvement in school, your 'leadership' positions (ex. if you were a captain of a team or President of a group, volunteering, etc...
If your GPA isn't great, I would try to get involved in some student groups and volunteer. That may help you.
I go to the University of Minnesota, and the average GPA is climbing for every incoming class. I think this year's average was around 3.7 or 3.8.

It depends on who apply and what their GPA's average out to be. All colleges will take the highest % of the average and cut the rest. It's all on a curve my dear.
