I don't really thing ethnicity has anything to do with it. I think that the Welfare program is taken advantage of. There are generations of people on it and will continue to be on it unless the system is overhauled and the maximums are vastly reduced. I believe there are people out there who really need the assistance but there should be a limit as to how long you can be on it, how many kids will be supported by it, how much you will get, and how long it will keep you up as long as you don't have a job. Sometimes jobs don't pay enough for childcare and everyday expenses. In that case there needs to be a program for that. At least those people are trying.
In Walmart one day, i was standing behind a man and a woman with 4 yes 4 carts crammed with food. The man and the woman and all their kids there and they were all helping and looked perfectly able to work (man and woman). They were fit, young and it didn't seem to bother them to lift 2 20lb sacks of potatoes. Meanwhile, I put up what baby food I could afford and a few necessary groceries and hoped for the best. Those people kept swiping card after card and then pulled out a wad of cash that I had never seen before. It probably had $500 or more in that wad. When they left, I was MAD. Funny how my taxes are paying for them to live, eat well, and drive nice cars, not to mention the wad of cash while I was struggling to buy baby food. The system doesn't work the way it is. There needs to be some major changes.

Your question, as written, is unclear and loaded with emotionally-charged insinuations. I think what you're asking is, "Based on percentages, what ethnicity uses the welfare system most." I know where you're going with this and want no part of pointing out a particular ethnicity. I would rather explore the social and cultural reasons why any particular ethnicity would participate in the welfare programs more often than another.
As is the case with any social program, some people will abuse it. But let's not forget that wealthy people abuse tax laws as well.
Unless we rewrite the Constitution, some form of public assistance must be part of our system. It should, however, be overhauled to minimize abuse and to ensure that those entitled to this benefit are able to get it.

Actually Caucasians are the largest number of welfare recipients, I do think that the welfare system needs to be overhauled and every able bodied persons ought to have to do something for the money. I do not think that it ought to be abolished altogether as many get in tough spots sometimes due to medical problems and what is needed is an overhaul of the health care system in this country. Welfare should be temporary, with time limits, also should lean toward training people to be able to get and hold jobs that will allow them to survive and maybe exceed expectations in life.

- Mexicans, Central Americans, and Caribbean peoples use welfare at more than twice the rate of native-born Americans.
- Koreans, Filipinos, Japanese, Canadians, Poles, Brits, Germans, Indians, and Italians use welfare at lower rates than native-born Americans.
- In 1995, close to half of all Cambodian and Laotian immigrants and a fourth of all Vietnamese were on welfare.
- More than 50% of all immigrants from Mexico, Guatemala, El Salvador, and Honduras never finish high school.
- Only 2% of Italian immigrants are on Medicaid and less than 5% of Italians qualify for the earned income tax credit.
- 50% of the immigrants from the Dominican Republic use Medicaid and 50% of the immigrants from Mexico qualify for the EITC.

ethnicity should not be considered...citizenship should....our welfare system needs a major overhaul with a lot of "maximums" lowered....pay for 1 child, 1 year on welfare..you get my drift! We would be doing the people on welfare a service...

I don't think it has to do with ethnicity. And no, the welfare system should NOT be abolished. It needs to be fixed, so that those who need it get it, and those who don't need it, don't.
