Check these:
If you are using trackball or Mouse (with rubber or metal ball) - clean the ball and the rollers that comes in contact with the ball.
If you are using an optical mouse, make sure you don't use red mouse pads. Although mouse pads with design are okay, using an all-black pad is the best.
If you are using a wireless mouse, check the batteries.
If all the above is okay and your mouse still freezes, check if you have the appropriate driver installed for your mouse. Try to isolate the problem. Use the mouse on another computer, if it works it might be a driver problem if it does not work on other computer, then it it the mouse itself. Replace it with a new one.
Note: There are mouse models that are not compatible with Windows. Make sure that the mouse or any peripheral for that matter has a "windows xp compatible" note before buying.

If it uses a ball on the bottom their is an opening that you can open using your finger. There is a ball inside that you can take out and clean. Using a cottonswab dipped in rubbing alcohol, clean the rollers inside of the accumulated gunk. Clean the ball with a lint free rag and alcohol. Put it all back together. Never use WD4O or an kind of oil inside your mouse.
Make sure you keep your mouse pad clean and free of dust, pet hair and food crumbs.

Is it a wireless keyboard and mouse? If so you need to change the batteries in your keyboard.
Always remember to leave your mouse when not in use on it's charger. Mean time leave for a few minutes on the charger and voila...for at least 15 mins anyhow.

is it wireless? if so then check batteries, make sure it's in range of the reciever, if not wireless then check plug on cable, check ball(if not optical) feel mouse mat for dents/bumps. if optical then try using a plain(single colour mouse mat) hope this helps diagnose the problem.

take the ball out of the bottom and clean the rollers its on, there should be 3 of them, unless you have a laser mouse

change your mat
open the bottom of the mouse and clean you ball blow on the inside
do not forget to screw it back
if that does not hel go to control panel - mouse and change the properties to be faster

Clean it like you`ve been told then a tiny squirt of WD40 then clean again.
