I'm afraid that the general public is wrong. Because ALL of the gantries on the M25 have cameras in them. They are currently analogue cameras, and need to have someone remove the film every now and then. They are in the process of changing then for digital cameras, which will send the image back to HQ via some simple telemetry - meaning that they will be saving even more money by someone not having to exchange film, plus they can make money quicker, as the image is sent over immediately.
In other urban areas, cameras sometimes do not have film in, or a camera!!! It's the camera that used to cost so much, which is why so many of them were erected with just the fash and sensor installed - to give the impression that a camera was in it!!!

Blimey, I always thought the maximum speed on the M25 was 20 mph - or 0 mph, so cameras were a bit academic! There is one heading clockwise past the A3 that is always flashing. Even if there are no cars about. I set my clock by it. Anyway, it's not fair. I mean, if you CAN get over 20 mph then it must be about 3 o'clock in the ruddy morning anyway so it's only those killjoys who want to flash you. Let's face it - speeding on an totally empty 6 lane motorway - detrimental to the safety of a suicidal moth, perhaps?

I travel half way round the M25 (M23 to A1) at least twice a week. I've done this for more than 7 years, I normally go around the West side (past Heathrow).
My average speed is normally about 90 MPH, like many others, and I've never had a speed ticket from the cameras.
Yet...

The gantries on the south west side between the M3 and the M4 do not yet have cameras. It is rumoured that these may be installed in december, although I cannot confirm that rumour. The gantries on the south between M3 and M23 do.... so beware in that section.
