The 10th Amendment says:
"The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people."

SO, all those powers that Congress has not been given (i.e. anything left out of the Constitution) will be given to state government, or the people themselves (which I think is pretty cool.)
Of course, at any time, Congress can pass Amendments to the Constitution, which gives Congress power over a certain issue, taking away the responsibility from the state.

If it is specifically in the Constitution, than it;s so. If it's implied, it's still so. If it's not stated, it's up to the Supreme Court.
