It is not the internet provider that stores the information about your favorites but your windows operating system. Normally they are available in windows/favorite directory (if you are not able to locate then use search "favorites" and get the directory) and all you have to do is to rename this directory to some other name before you install your internet explorer newly ( I do not know why you should do this when you are changing the internet provider) then install the internet explorer and copy back all your files into the newly created favorite directory or simply rename this as favorite directory duly deleting the newly created one. Thats all your favorites are all back for your use.
