A lawyer works for the person who made the will. If that person told the lawyer to call, then the lawyer did his job. If the lawyer called w/o the permission of the person who made the will, then this lawyer could be taken before the ethics board and be disbarred.

With a few limited exceptions, only te person who made the will change change the will. The person making the will can always hire a lawyer to help make changes, but the changes still must be made in accordance with the laws of the jurisdiction where the person resides.
Changes to a will after death are generally not permissible without a court order.

Yes it is illegal. The contract the lawyer has is with the person leaving the will and no one else, until that person passes away.
