Tough love is to discontinue assistance to someone to prevent yourself from enabling someone to continue on a path of dependence and force them to make choices to take a stand on their own behalf.

When you do what is necessary for a loved ones welfare even though you don't really want to and neither do they - that's why it's called tough love. It's not easy to do, but is necessary. You stop enabling the bad behavior in hopes they will "see the light" and change their behavior. Like quitting drugs or gambling.

Tough love is letting your child deal with the consequences of his actions. For example, if your child is caught stealing and is sentenced to three months in juvenile hall. Don't "save" him by trying to let him come home with you. Let him spend the time there so that he realizes you will not bail him out when he has done wrong, he gets the punishment that comes with the crime.

All I know is when I was a child some distant family members went to a child psychologist and used it on their son from the time he was 7 years old, he ended up in Prison for serial murder.

It is letting them learn by their own mistakes, without intervention. For example turning in a son for drug use.

It's when you do something that someone else won't like, because you believe that it is what's best for them (e.g. not lending a friend money for drink when they've already had too much).
