Sounds like you want to invite a foreign army to have a base on your island. Anyone in mind? Be careful what you wish for - it may happen, with unforseen consequences.
When the Ancient Britons invited some of their Roman neighbours to help them fight other Ancient Britons - the Romans walked in and took over for four hundred years!
Don't know much about this conflict, except reportedly that you want a Tamil homeland. I know one thing; nothing was ever solved by violence. Give up your armed struggle, and negotiate with the Government.
Renounce terrorism, become 'mainstream' and get your people elected to the Parliament. It happened in Northern Ireland when the armed gangs gave up their weopons; now they have MPs and work with their 'enemy' groups to run the country.
