It's ongoing if you really want to join contact your closest French Consulate. Remember your term is 7 years, Basic is a full year not a few weeks or months. All instruction is in French. And the main requirement to join is you cannot be French. (Hence the Foregin Legion) Also at the end of your 7 years you can choose to become a French citizen.

It is continuous. You can go to any French embassy or consulate and join. The rewards are French citizenship if you desire it, a new identity if you desire it and a reasonable chance to die. The French use the legion as its front line troops in every conflict. They are the ones who are given the toughest of assignments.
