No, because 'zero' literally means 'nothing', coming via Latin (cipher) and Arabic words (sifr). Double Nothing Seven sounds equally stupid as Double Zero Seven does. 'O' [oh] however is a letter, a symbol that we call 'O'. Seriously, saying 'O' describes the symbol or letter. So saying 'O' to another very similar circle does make more sense than calling James Bond twice nothing seven.

Because "Double O Seven" sounds better. Anyway, we English say O for zero. Don't know why. Could be the same reason there's a gh in thought, though and through.
